Portland New Markets Fund I
Portland New Markets Fund I, LLC is a community development entity with allocation authority for $100 million in New Markets Tax Credits.

Relationship of Entities

The New Markets Tax Credits program was established by Congress in 2000 to stimulate $15 billion in business investment in qualified census tracts across America. These federal tax credits are worth $0.39 for each dollar invested by a private equity investor, and are allocated by the investor over 7 years. Substantially all of the equity must be invested in a qualifying business in a qualified Portland census tract.

The process by which these tax credits are deployed through these entities is straightforward as illustrated in the chart above: PDC as "Controlling Entity" determines which projects should be financed using NMTCs; PFF, as managing member of PNMF, provides investment advice on how to structure the transaction, locates the investors, coordinates the funding, and manages the tax credit compliance.
